Kampala, Uganda | THE INDEPENDENT | Interdicted Central Police Commander Aaron Baguma is a free man after the Director of Public Prosecutions (DPP) dropped murders charged against him. Principal State Attorney Alex Ojok told Court on Jan.10 that the DPP had on December 21 given instructions to discontinue charges against the commander.

Baguma was arrested and charged in connection with the alleged murder of Donah Katusabe a business woman by a city car dealer Muhammad Ssebuwufu following a disagreement over a car she had purchased.

No reasons were given for the discontinuation of the charges but the constitution gives DPP powers to discontinue a case at any stage before judgment on it is made.

Ssebuwufu and seven others will return to Court on February 06 for trial over murder, attempted murder and aggravated robbery for allegedly using sticks and pangas to torture Katusabe to death after she failed to clear Ssebuwufu's debt of Shs9million after purchasing a car from his Pine Car bond in Kampala.

German rapper known as 'Deso Dogg', who fled to Syria and joined IS in 2012, was killed during clashes in Deir ez-Zour, eastern Syria

A German rapper turned Islamic State fighter who reportedly married the FBI translator hired to spy on him has been killed in an airstrike in Syria, a US-based monitoring group has said.

Denis Cuspert, who performed under the stage name Deso Dogg, became one of the IS' most famous Western fighters, appearing in numerous propaganda videos including one that apparently pictured him with a man's severed head.

The German-Ghanaian was killed on Wednesday during an airstrike in the town of Gharanij in Syria's Deir ez-Zour province, said a statement from the pro-IS Wafa Media Foundation, translated into English by the SITE monitoring group.

The jihadist group also posted eight graphic photographs on the Telegram messaging app that it said were of his bloody corpse, SITE said.

Cuspert's death has been reported before, including by the Pentagon which announced he had been killed in an airstrike in Syria in October 2015. It later acknowledged he appeared to have survived the attack.

Jihadist sources in April 2014 also said Cuspert had been killed in Syria but they later retracted the claim.

Daniela Greene, an FBI translator with "top secret" security clearance, allegedly sneaked off to Syria in June 2014 to marry Cuspert after she grew attracted to the extremist while spying on him, according to US court documents.

Greene, who was arrested on her return to the US less than two months after travelling to Syria, pleaded guilty to "making false statements involving international terrorism" and served a two-year prison sentence.

Cuspert had pledged an oath of loyalty to IS leader Abu Bakr al-Baghdadi and was a chief recruiter of German fighters.

US officials have said Cuspert had made threats against former US President Barack Obama and US and German citizens, and had also encouraged Western Muslims to carry out IS-inspired attacks.

Here is where Bus 53 starts and ends  its journeys. Plumstead Common is just on the outskirts of Woolwich- 5 minutes by bus-  the only difference is Plumstead is more Asian while Woolwich is more African.

UPDF operatives attached to the Chieftaincy of Military Intelligence (CM) have recovered pangas, machetes, army uniforms and motorcycle licence plates, among other items from the office of Abdallah Kitatta, the patron of the notorious Boda Boda 2010 association.

The operation followed his arrest on Saturday, allegedly over the death of Case Hospital accountant Francis Ekalungar about a fortnight ago.

Kitatta's brother Huzair Kiwalabye and a police officer yet to be identified were also arrested. 
During the operation in which Kitatta's office in Natete-Wakaliga was ransacked, several members of his group were also arrested.

Highly placed sources told this reporter that the association's leaders from Makindye, Kampala Central and Rubaga Division are being detained at CMI whereas their fellow leaders in Nakawa and Kawempe are on the run.

Army and defence spokesman, Brig Richard Karemire, had earlier confirmed to Daily Monitor the arrest of two Bodaboda 2010 members but could not confirm Mr Kitata's arrest.

"Don't look at them as Bodaboda riders but they are suspects in a crime CMI is following," Brig Karemire said.

Ekalungar was kidnapped on his way to bank Shs15 million and his body was discovered burnt beyond recognition in Kajjansi on Entebbe Road.

"I cannot confirmed Mr Kitata arrest now," Brig Karemire said.
Bodaboda 2010 is a militia group loyal to the Inspector General of Police, Gen Kale Kayihura, who on Wednesday said the group has greatly helped police to fight crime in Kampala.

Bodaboda 2010 members on Friday night staged a protest in Natete blocking roads with tyres and logs. Police fired bullets to disperse them according to Kampala Metropolitan police spokesman, Luke Owoyesigyire.

The Speaker of Parliament, Professor Aaron Mike Oquaye will, later today [Sunday], January 21, 2018 be sworn-in as acting President of Ghana.

This follows reports that the President, Nana Addo Dankwa Akufo-Addo will be leaving for Monrovia later today to attend the inauguration of Liberia's president-elect, George Weah, on Monday.

Ghana's Vice President, Dr. Mahamudu Bawumia, who would have ordinarily taken over as President, is unwell and is on medical leave in the United Kingdom after he left the country last Friday on the advice of his doctors.

A statement issued by the First Deputy Speaker of Parliament, Joseph Osei-Owusu recalled Parliament for an emergency sitting on Sunday at 2:30pm for the swearing in of the Speaker as acting president.

"In exercise of the power conferred on the Speaker by order 42 (3) of the standing orders of the Parliament of Ghana, I, Honourable Joseph Osei-Owusu, First Deputy Speaker of Parliament, pursuant to order 13(2) do hereby summon Parliament to sit on Sunday, 21st January, 2018 at half past two o'clock in the afternoon at Parliament House, Accra for the swearing in of the Right Honourable Speaker as Acting President of the Republic in accordance with article 60(11) and (12) of the 1992 Constitution," the statement added, but did not give further details.

According to the Ghana's 1992 Constitution, the Speaker of Parliament must be sworn-in in the absence of the President and Vice President.

Article 60 (11) and (12) of the 1992 Constitution states that:

(11) Where the President and the Vice-President are both unable to perform the functions of the President, the Speaker of Parliament shall perform those functions until the President or the Vice-President is able to perform those functions or a new President assumes office, as the case may be.""(12) The Speaker shall, before commencing to perform the functions of the President under clause (11) of this article, take and subscribe the oath set out in relation to the office of President.

President Yoweri Museveni has directed the Education and Sports Ministry to takeover Mountains of the Moon and Busoga universities.

Mr Museveni's directive is contained in a January 8, 2018 letter to his wife, Ms Janet Kataha Museveni, who is the Minister of Education and Sports.

Mr Museveni notes in the letter that although government didn't plan to take over the two private universities, there is need to come to the rescue of students studying there.

"I am writing to direct you to take over two private universities which some of our people acting in good faith, started many years ago. The two universities are Mountains of the Moon and Busoga University," Museveni's letter reads in part.

In the letter, Museveni also notes that given the popularity of university education, government has established public universities in West Nile, Lango, Teso, Ankole, Kabale, Acholi and Bukedi and that there are plans to establish more in Bugisu, Sebei, Masaka, Bunyoro, Mubende and Karamonja.

Last year, the management of Mountains of the Moon University applied to government to take it over and turn it into a public university.

The private institution located in Fort Portal, was established in 2005 by a team of eminent people from Tooro region, as a community university.

Prof John Kasenene, the Vice Chancellor Mountains of the Moon University, said they can no longer afford the high costs of running the institution and face a huge challenge to pay staff salaries and improve infrastructure.

Management argues that once government takes over the university, it will enhance the salaries of staff members, improve infrastructures and enable their students to access education loans. 
The founders include Prof Edward Rugumayo, Justice Seith Manyindo and Local Government Minister, Mr Tom Butime, among others.

In an interview, Prof Kasenene, who sounded excited about the development, says the university is yet to receive official confirmation of the take over from the Ministry of Education and Sports. 
In 2016, government took over Kabale University effectively making it a public institution.

In December last year, the Executive Director of the National Council for Higher Education, Prof John Asibo Opuda, in a correspondence said the provisional licence of Busoga University had been revoked after its failure to recruit qualified staff, teaching unaccredited courses and graduating students, who do not meet the minimum academic standards.

A former student allegedly told police she set several fires at St. Catherine University in retaliation for U.S. military intervention in Iraq and Afghanistan, the Star-Tribune reported.

What happened?

Tnuza J. Hassan, 19, of Minneapolis, allegedly said she "wanted the school to burn to the ground and that her intent was to hurt people," according to the report. According to a complaint filed in Ramsey County District Court, Hassan was charged with one count of felony first-degree arson.

Hassan allegedly told police that similar attacks occurred on "Muslim land," and no one was upset that Muslims were hurt. She also allegedly told police and fire investigators: "You guys are lucky that I don't know how to build a bomb because I would have done that."

St. Catherine University is a private, Catholic liberal arts university with campuses in St. Paul and Minneapolis in Minnesota.

Court documents allege the following:

"She said she had been a student at Saint Catherine's but quit last fall because she and her family were planning to vacation in Ethiopia," according to the Star-Tribune. "Hassan said she started the fires because she's been reading about the U.S. military destroying schools in Iraq and Afghanistan and she felt that she should do exactly the same thing.'

"She said that her fire-starting was not as successful as she had wanted. She said the most successful fire she set was at Saint Mary's [residence hall] where she set a couch on fire," it added.

How many fires were set?

Fire and school officials told the Star-Tribune that eight fires were set in seven buildings Wednesday. Most of the fires were set in garbage cans and caused little damage. Hassan was arrested on the St. Paul campus after allegedly setting the fires.

The largest object set on fire was a chair in St. Mary's, which was extinguished by a sprinkler system, Sara Berhow, a university spokeswoman, and St. Paul Assistant Fire Chief Mike Gaede told the Star-Tribune. Other objects include books, toilet paper and sanitary napkins.

According to the report, 33 children and eight adults were at a day care at St. Mary's when that fire was set. About 10 to 15 students were also evacuated from the building, according to the Star-Tribune.

No injuries were reported.

Was she released on bail?

Hassan appeared in court Friday and faces felony arson charges. She was ordered to stay away from the campus and surrender her passport, according to the Star-Tribune. Bail was set at $100,000.

At her court appearance, Hassan wore an orange jumpsuit, a black face covering only her eyes and a large sheet draped over her head, according to the report.

Assistant Ramsey County Attorney Margaret Galvin said law enforcement is investigation possible international ties to Hassan.

Hassan's attorney, Patrick Nwaneri, asked for $5,000 bail, saying his client has no criminal record. But Ramsey County District Judge Sophia Vuelo rejected the request and said Hassan is a threat to public safety. Another court hearing is set for Feb. 28.

Kenyans show enthusiasm for seasonal work in Jersey

HUNDREDS of Kenyans have expressed an interest in working on Island farms after a Jersey-based distance-learning college surveyed its students, the vice-principal has said.

The Jersey Farmers Union, which is drawing up a report on a shortage of seasonal labour to present to the States, contacted David Lawson of Cambridge International College in St Brelade for his advice.

He specialises in offering business diploma courses and degree programmes to more than 100 countries around the world, including Kenya, Rwanda, Tanzania and Zambia.

In December he emailed around 300 students in Kenya, asking if they were interested in combining studies with seasonal jobs in the Island.

'We have had hundreds of replies from people of all sorts of professions from infrastructure managers to people working with non-government organisations, farmers and those who work in accountancy,' he said.

'This is because the income they can generate from working in the agricultural industry here is far higher than they are earning in Kenya, even in professional jobs.'

Kenyans have worked in the Island in the past. In the early 2000s they filled positions in the hospitality industry when that sector faced a labour shortage.

Earlier this month, Jersey's farmers spoke out over fears for the industry following Brexit, as the majority of the more than 1,000 seasonal workers needed in the agricultural industry every year come from Poland.

With Brexit already affecting the value of the pound against the euro, and farmers in Europe offering higher wages as they are also facing labour shortages, fewer Poles are returning this year.

The vice-president of the JFU, Charlie Gallichan, told the JEP that unless new sources of migrant labour were found, farmers would struggle to survive.

'We have got a problem, but this is an industry-wide problem in the UK and Europe rather than a Jersey problem and we have got to try to find a solution in the long term,' he said.

Mr Gallichan is producing the report with JFU president Peter Le Maistre to present to Home Affairs Minister Kristina Moore. Mr Le Maistre said they had met Customs staff, as people from African countries would not be allowed to work here without permits.

'We are in a difficult position at the moment as no one knows what the result of the Brexit negotiations is going to be and whether EU labour supplies will dry up,' Mr Le Maistre said. 'We have to be in a position to be able to find seasonal workers and that is what we want to speak about to the States so they understand our position.

'All we are asking is that the government is ready to do something if we find ourselves with a serious labour shortage which could require a major change to [immigration] policy.'

A States spokesman said: 'The Jersey Customs and Immigration Service met with farming industry representatives at the end of December to discuss issues around the supply of labour and any future implications this may have in terms of sourcing workers from outside the European Union. The industry indicated that they had sourced a temporary solution to the problem but were considering submitting a business case that may require a change in policy regarding work permits for non-EU nationals.'
