Sad to learn of the passing of Hugh Masekela. One of Africa's legendary jazz artists who used his music to fight discrimination and bring people together. From humble beginnings in Apartheid South Africa, he went on to become a shining star in global jazz circles from Europe, America, Asia, and across Africa. A conscious Pan-Africanist, Hugh Masekela represented the continent well wherever he performed, with several exclusive jazz performances in Uganda. I consider him to be in the league of Africa's greatest artists of all time. Indeed he is considered amongst the world's greatest artists in contemporary jazz music.
One of the things that made him unique was how he always maintained melodious African roots in his songs.
Thank you for the music. Thank you for the emotions and memories that it generated. Indeed Africa has lost a shining star today.

May your soul rest in eternal peace.

HON KUTESA MEETS GERMAN AMBASSADOR ALBRECHT CONZE

Minister of Foreign Affairs, Hon Sam Kutesa held a meeting with the German Ambassador H.E. Albrecht Conze at the Ministry of Foreign Affairs on January 23rd 2018.

Amb. Conze delivered a special invitation from H.E. Sigmar Gabriel Federal Minister for Foreign Affairs of Germany to Hon Kutesa to attend the Berlin Energy Transition Dialogue, 2018 hosted at the Federal Foreign Office in Berlin in this April. The Berlin Energy Transition Dialogue has been hosted by the Federal Foreign Office for the past three years to promote fruitful exchange with international partners.

In 2017, Foreign and Energy Ministers met with some 2000 participants from more than 90 countries to discuss ways in which national governments and energy sector stakeholders could contribute to meeting the goals of the Paris Agreement and the 2030 Agenda.

The purpose of the 2018 meeting will be to discuss with Foreign and Energy Ministers the global challenges of an energy transition that spans all sectors.

Hon. Kutesa accepted the invitation reiterating Uganda's commitment to the Paris Agreement and the 2030 Agenda for Sustainable Development and stating that Uganda was interested in discovering ways of offering innovative solutions to affordable off-grid solar energy in rural areas of Uganda.END

Underfunded And Undervalued Ghana Police Service

The recent attack on the police at Kwabenya district shows the danger the policemen in our country face.

Currently, policing in Ghana is a dangerous job. A job where each day could be one's last day on earth. It is a well -known fact, that Ghanaian police are not well paid or trained, therefore it's not surprising that the police in Ghana are asking for bribes from the innocent Ghanaians and tourists they are supposed to protect to supplement their meagre pay.

Many police stations are severely ill equipped to face the challenges of present day Ghana. A typical example are the police checkpoints manning local barriers looking out for smuggling and influxes of immigrants. Some do not even have toilets and basic amenities. In many countries they are using integrated tactics to combat crimes and working with trained sniffer dogs, community intelligence, other forms of intelligence.

In Ghana one can easily spot a police service personal going to work in a Trotro with the public, because it is the cheapest form of transport. This is very embarrassing. How could we expect so much from the police yet there is no system in place to allow shuttle bus service for them. In more developed nations the police always have their own form of transport.

In Ghana, MPs and many Government officials can be seen driving in their 4 by 4 government funded vehicles with free fuel. Even the wife of a former President could afford to give away a state funded vehicle to John Dumelo as a gift. This is ridiculous and unthinkable. Sadly, this incident does happen in Ghana. Indeed, the police in Ghana are undervalued and underfunded and this is a matter of grave concern. If we want to get serious with tourism, then this area must be addressed without fail so that we feel public safety concerns are taken seriously.

Let's get our priorities straight here.
The police need more training, better investment and more security for themselves. It is shameful that police can be killed inside a police station and the killers can get away with it.

They are not. Yours are. You always like to throw superlatives over hot air.

Of course, at the end of the day, it is a matter for the DRC. But, some one brought it on UHA. Presenting it as sensational. Hence, my interest in substance to establish if this time around, it really is something extraordinary.

Before I came to Sweden in the early 1970s, I got along well with the Congolese political leadership that  were exiled in Uganda. Names like Claude, Kango, Kabila (sr). etc.

Most of them were from Katanga.. They had free access to the then President.

Hoever one day, fate turned around and Hell broke loose for them. Idi Amin wanted Mobutu to attend the OAU conference in Uganda. But Mobutu place an ultimatum that the exile leadership first be arrested and deported back to Zaire.

It was very nasty. Kango was killed. Many ran away to Kenya.

This is just to let you know that I am very well versed with the politics of Congo. Even at personal level!!!

Even here in Sweden, I get along well with Congolese to the extend that I am even aware of their ethnic conflicts and prejudices.

Next time you don't have clear answers, don't!!

Please note that in this DRC question the only stumbling block now
is Kabila who is refusing to abide by what he signed at the convention.
And in addition he is stubbornly eyeing at rejecting the electoral laws
whose solidity against rigging is a threat to his political grouping.
Kabila is supposed to share the interim governance with the overwhelmingly
accepted leader of opposition groups with whom all political forces will prepare 
the forthcoming polls, including the presidential. Kabila will not be allowed to
contest another term of office.
Anything to do with DRC is for the people of the DRC. They know where they
want to lead their country and they know the people who will lead them.And the
process is now in gear to aim at all this. It's their country and they have shared in
all its setbacks that have caused untold suffering to them. Now they find in the religious
bodies which have always stood by them the only way to help get out of this long time
impasse. The whole system as it has been going on knows where it will land and with what kind of leaders.
Those "catechism" questions you are throwing to the floor are irrelevant as long as you
aren't yourself part of the DRC people and of the said process.Those people know what they are doing.
 Kabila is no longer the solution to their problems. he has outlived his usefulness and he has to go!
Just pray for the country so that it ends by finding a very solid permanent solution to its ever unending 
problems which have been on since independence (1960) !!!!
I've no other points to forward to your attention because whatever I'd have loved to tell you is in the
minds of the Congoleses themselves and their effort to peace, prosperity and etc...So look at them
and encourage their effort to all good ideals!

If it were all neat, cosy, structured and settled, how come Kabila is still there?

And most importantly, if the convergence is "signed, sealed & delivered", how come you are still not giving the name(s) of the new order?

Its not enough to merely say there are many  capable. Where are they? If they have gone as far as signing so solid agreement, should they have had ready name propositions?

This kind of African agreement (homemade agreement) or convergence scare me.

Uganda experienced similar " shoot first & sin after" experiment with the Gen. Basilio & co, remember?

People should know in advance who the new order is.

Perhaps, lack of sure alternative is the stumbling block in the DRC?

Prospective political leadership after the departure of Kabila is clearly present
and naturally evident in actual Congo DRC. Everything has been worked out
and agreed on and Kabvila himself signed the final document which requires
the Opposition parties to name a Prime Minister as interim leader to oversee
the the running of the country up to election day. Kabila will be requested to
stand down and won't be allowed to stand for another term in office. He'll just have
to pack up and go home. Zaire has very many brilliant shots who can do the presidency 
with astonishing success. Majority trust is actually present and confided to those who have
always struggled for a model Congo. And these are very many. And the new political agreement
worked out with the help of the Catholic Church which commands 60% of the entire population and has
the full backing of all other religious denominations has anticipated very many good points leading
to a peaceful handvoer of power and to the complete avoidance of political violence. And this is what the
very much suffering people of Congo DRC have all been unanimously longing for, and for ages and ages!
People are tired of wars and they want the country to mobilize her very many resources to start anew!
The Catholic Church has always played the role of peace-maker and has championed development, education,
and has been a key player in matters regarding several important sectors including health. And has played very
many conciliatory roles all over the countryby bringing together all people in all their great diversity. That's why
it's now a big voice to listen to! And Cardinal Laurent Monsengwo of Kinshasa has championed the cause of bringing
a special awareness of the country's situation to the global international scene. I remember one day he stated in an
interview on French TV that if one looked at the number of casualties in DRC including the hundreds of thousands killed 
in cold blood one may get the impression that the blood of a black person doesn't count to arouse any serious concern!
The Church with such prelates as Monsengwo has been fighting for people's rights and peace in the country for ages. And
this Monsengwo when Archbishop of Kisangani criticized dictator Mobutu and had to suffer reprisan and retaliation when
Mobutu ordered his air-force to bomb his episcopal residence! And he nearly lost his life in the bombing! And it's through this
heroism that the entire country has invested all its hopes in him for the birth of a new Congo!

Folks;

There was a story where apparently Minister Tumukunde told police to stop their activities. IGP Kayihura was livid and told Tumukunde off. This fight is significant because Tumukunde represents the Janet Museveni camp, revolving around Bahiima and Bahororo like Tumukunde  in government while the IGP is YKM's blued eyed general. If you will Tumukundes and a few others are like Grace Mugabe so called under 40 who did everything to appease her. How that struggle ended is still fresh in people's minds-hello Tumukunde.   Which leads me to a predication.  In the next cabinet reshuffle soon, Tumukunde will be moved from the security docket and possibly from cabinet entirely to go back to katebe.   IGP Kayihura is what the Basoga would name Tibita,-ebigambo tibita/words do not kill.

Okeya Petero, and fellow UAH folks,
These kind of classrooms are worse than those some of us used and attended in the early 1950s running through the late 1960s. Question is; how could the products folks – i.e. (M7 and cahoots) who attended some of those past good school systems had not tried to make any better of it anymore? 
Truly, one wonders how several of my Wakigas in-laws including Ndugu Rugunda, Tumusiime and my friend BARIGYE is feeling. But for BARIGYE, he will soon get an ACOLI GIRL and he will be the baby in your hood!

14-year old girl defiled by four men in Ellembelle

January 23, 2018

Four persons are alleged to have defiled a 14-year-old pupil of the Asemda Primary School in the Ellembelle District of the Western Region.

The victim, whose name has been withheld, was said to have been sexually assaulted after she drank a non-alcoholic beverage suspected to have been laced with a sedative, at a party thrown by some fishermen who were celebrating bumper catch on Monday, January 17, 2018.

The victim, who woke up the next morning with blood stains in her dress and in severe pain, reported her ordeal to her mother's friend as her mother was out of town

However the matter was not reported to the police until after the victim's mother had returned from her trip on Monday.

Before the matter could be reported to the Police, the father of two of the suspects approached the victim's mother for an amicable resolution of the matter.

The four suspects are currently at large.

Meanwhile the district police commander for the Ellembelle District Supt. Thomas Bayor who confirmed the incident to Citi News, added that a medical form has been issued to the victim whilst investigations and a manhunt for the suspects are underway.

"[The incident] has come to our notice. It was reported to us yesterday in the evening. The police are making efforts to arrest the suspects. In the meantime, we issued a medical form to the victim yesterday and she brought it this morning. Investigations have commenced into the matter."

Supt. Bayor expressed displeasure that the parents of the victim had waited a week after the incident happened before going to the police.

"As a result of this, we have had to do a thorough investigation to know that we arresting the right perpetrators of the crime. The delay could also get the suspects to escape arrest. Defilement cases like this should not be kept at the house," he added.

5 in court for sexually assaulting girl in Bantama

This comes on the back of some five persons who are currently facing trial for alleged sexual assault of an 18-year old girl at Bantama in the Ashanti Region.

The suspects were arrested after a video which reportedly showed them forcing themselves on the victim went viral on social media.

Lebanese 'rapes' househelp

A Lebanese national is also standing trial for reportedly raping his Ghanaian househelp at his residence in Accra

Rabih Haddad was recently granted bail by an Accra High Court to the tune of five hundred thousand cedis (GHc500,000) with two sureties to be justified.

The suspect, who took ill in December after his arrest, has been on admission at the Police Hospital till date.

Five arraigned for alleged gang rape in Osu

Five persons including four Junior High School students have also been arraigned for their involvement in the alleged gang rape of a 15-year-old girl at Osu in Accra.

The five have been charged with indecent assault, child pornography and defilement after they allegedly inserted their fingers into the victim's private part, fondled her breasts and forcibly had sex with her.

Zambian musician 'flees after death threats'

Popular Zambian musician and activist Fumba Chama has fled the country after receiving death threats over his song, Koswe Mumpoto (Rat in the Pot), which has been interpreted as being critical of President Edgar Lungu and his ministers, rights group Amnesty International has said.

"The brazen determination by some in Zambia to silence dissenting views can only spell doom for the culture of robust engagement that the country has been known for," said Muleya Mwananyanda, Amnesty's deputy director for southern Africa.

Chama, known to his fans as Pilato, sings that the "ruling elite are behaving like rats that steal food and eat, including things that they do not need," according to Amnesty.

He fled Zambia on 5 January after receiving a video message in December recorded by cadres of the governing Patriotic Front (PF), who threatened to beat him for releasing the song, which has been a huge hit since it came out in December, Amnesty added.

The chairperson of the PF for Central Province had ordered Chama to stop singing the song on 11 December. Radio and TV stations were also ordered to stop playing it by the authorities, Amnesty said.

Chama is a very big name in Zambia, and a controversial social commentator through his music, which is a fusion of rap and hop, the BBC's Kennedy Gondwe in the capital, Lusaka, reports.

Chama's whereabouts are unclear. Three days ago, he tweeted:

President Yoweri Museveni is a firm believer in African integration.
While speaking to East Africa Legislative Assembly during the opening
ceremony of its ordinary session in Kampala on Tuesday, the President
said that his Minister of State for East Africa Community Affairs,
Julius Wandera Maganda could be a Kenyan. He hails from the boarder
district of Busia.
The President said that once there was a Vice President in Republic of
Kenya called Moody Awori , whose brother in Uganda Aggrey Awori wanted
to be President in 2001 but, President Museveni defeated him.
The President said some of his ministers from the North could not tell
well their origins but he said that they could be Sudanese. While Gen.
Moses Ali First Deputy Prime Minister and Deputy Leader of Government
Business was naturalized as a Ugandan in 1988 on advice of President
Yoweri Museveni after his mentor, the late Felix Onama, insisted that
he was not Ugandan but a Sudanese refuge, other people whispered other
names not from West Nile and Madi, but from North proper.
The President also told us that the new Speaker of East Africa
Legislative Assembly, Martin K. Ngoga, was a Rwandan refuge born in
Bukoba District Kagera region, United Republic of Tanzania, and
therefore could be a Muhaya, ancient immigrants from present day
Ankole-Bunyoro-Tooro region in Uganda.
He emphasized fraternity or African brotherhood as one of the reasons
for regional integration, in addition to market, unity and strategic
reasons.
The induction was opened by the speaker on Monday who complained that
the regional integration process has left out the people.
On Wednesday morning, the EALA members were addressed by the former
Secretary General of EAC Col. Nuwe Amanya Mushega, and former speakers
Abdi Abdul Rahman and Dan Kidega, among others. It will continue
tomorrow.

Who is Kitatta, who scares even the Police?

I am an ordinary person. I was elected as NRM chairman for Rubaga division and patron of all Boda boda riders in Uganda. I am also the chairman of National Union of Drivers, Cyclists and Allied Workers (NUDCAW). When I became popular, I entered politics and became the youth chairman of Kitaka zone in Busega parish, youth chairman of Rubaga division and now the NRM chairman for Rubaga division. Nevertheless I am still a common man.

Any school qualifications?

I failed to study but I knew I had to work hard to make a living. But now, I have gone back to school and I am in S. 4. I want to finish university and be able to communicate effectively with whites in my business and operate a computer. I won't tell you the school because my enemies, who are hell-bent on tarnishing my name, may follow me up. I also want to ensure that all my children complete school. I am a devout Muslim with two wives and children.

Are you a rich man?

Some people say I am rich. Yes but I don't get money from boda boda riders. I used to supply maize to Bulemezi Farm Enterprises Ltd in 2007 before it collapsed and would make a lot of money. When it collapsed I bought a maize milling machine which business I am still doing. I even export maize flour to South Sudan. I also have six taxi minibuses but I don't own any boda bodas because I don't want to have conflict of interest. But I rode a boda boda for about seven years in Mukono and Kasangati before I came to Nateete. I am the one who began Kevina boda boda stage in Busega. Otherwise I was born in 1978 in Kyampisi Sub-county, Mukono district to Hajji Muhamood Naggoba and Hasifah Nabukeera.

Are you Gen Kayihura's aide?

How? I am not a policeman. I am his friend and I can't stand anyone who dares to get in his way. I have the capacity to save the Inspector General of Police and the entire Police force from any enemy. I am the one who made the youth love the Police and the government. Even if I died now, there are 1000 Kitattas who can save this government from collapsing.

Oh, we saw how you mobilized to stop Kayihura from appearing at Makindye Magistrates Court last week!

No! I wasn't even there. But I was with them (demonstrators) in spirit. My team knows what to do even when I am not around. Nobody mobilised them; they just abandoned their businesses in markets, abattoirs, taxi parks, etc. and went to court to show their discontent. They did this because of the good job the Police, led by the Inspector General of Police, Gen Kale Kayihura, is doing

But their actions attracted widespread condemnation

Why? If Kizza Besigye can have people following him whenever he goes to court; what not Kayihura? Is Besigye more powerful than Kayihura? Did they go to the wrong place to show their discontent? They did the right thing by going to court. I didn't see any chaos there, but I don't want to delve into this because I am not a spokesperson of the Police or Judiciary.

So is your Boda Boda 2010 Association a militia group?

I am not a leader of Boda Boda 2010 Association; I'm just its patron. And as its patron, I cannot be held accountable for its actions because every division has its leadership. Yes, I am their patron, but I don't know everything they do. And as a person who loves the NRM government and who doesn't want to see it collapsing, I came in to fix the cracks that were starting to emerge. I wanted to know why cyclists were always striking and opposing the government because I knew the Boda boda industry like the back of my hand.

What I know for sure is that some things are not true. For example, you can't say they are battering people. When Boda Boda 2010 is attacked at their offices, they fight back and the strong ones win.

But some battered cyclists recently showed security minister Gen Henry Tumukunde injuries they said you inflicted onto them?

If they had wounds, the minister would have helped in taking the matter to court because I am not above the law. Media are not courts of law. I am ready to go to court if any charge is preferred against me.

People say you command goons who beat people

That is not true. How can I batter people? That is bad! If I batter people, I should be taken to court because I am not above the law. People just want to tarnish my name because I am doing things which the ministers can't do. I can sit here and, with just 10 phone calls, summon 10,000 people. I have built a force of 1,000 people who can do what I want. So those battering people are politicians because we have frustrated their schemes for protests like walk-to-walk…

Where do you get the power from? You even warned a full general (Gen Tumukunde) to steer clear of boda bodas or ...

I never warned him; I just informed him! People should not think they are above other people because they are ministers or generals. There is no way a security minister can start planning for boda bodas or registering them. That is not how matters of security are handled.

Who is your Godfather?

I get the power from people, but to be able to do all this you have to have roots (emirandira).

Do you have a command structure?

I can't disclose my structure due to security concerns. If I was giving out that information I would not have found it easy doing my work. But I have people everywhere—in taxis, abattoirs, boda bodas, lorries etc. Just know I have the capacity to save this government from any uprising. So anyone who thinks can destabilise this country should think twice because we have the capacity to liquidate him. I have been playing politics within security to save this country and that is why protests or defiance campaigns have failed in Kampala.

You must tell us your trick of how you became this powerful

I told you I am always with the people. I get to know their issues and I know where to take the issues. I don't mince my words. I don't tell the President lies because I don't want him to make mistakes. I have the President's ear. I call Museveni direct anytime; I don't need to pass through anyone! I tell him what I believe is true, whether it pleases him or not. And he likes me for that! I also have Gen Kayihura's ear. Can you imagine? It's because I am selfless. By the way, President Museveni invited me to State House to address his Cabinet. But I was busy on official duties elsewhere, so I sent three representatives. That shows I have reached a certain level.

Do you know you have created enemies? Don't you fear what might happen to you if this government fell out of power?

I am the only person you can walk with in Kampala and nobody picks up a stone to throw at me because I am always with the poor people. Many people have tried to buy me to their sides so that they can push their selfish interests using me. But I have refused to betray the common man. In Uganda I am the only person who can talk to everybody, including the Opposition. I can sit with you, tell you your problem and we reach an agreement. I managed to take all the elected city councillors to President Museveni in Entebbe in April after they had been refused to swear in. Politics should not divide us. Let's put aside our political differences and work together for a bright future because elections are over.

You were identified as the person who failed KCCA from registering all boda bodas in the city!

I have never opposed the registration exercise of boda bodas, but people got it wrong. I tried in vain to ask KCCA to involve the boda boda riders and their local leaders in the exercise. I proposed that the cyclists should first be sensitized about the exercise but nobody listened. If people see that you are forming cliques and promoting your own interests, they will fight you. During the registration, KCCA gave several conditions which convinced us that the exercise was not well-intentioned. Unfortunately they claimed it was Kitatta who failed them yet they are the ones who failed themselves by rejecting my proposals. And the President is aware of this.

Century Riders Association is now fighting your Boda Boda 2010 Association

That Century Riders Association is a clique formed by mafias in government to fight wars. I will tell you who these mafias are in future. But we shall also crush this clique the way we crushed those before it. Like tell me; where is Kampala Metropolitan Boda-Boda Association (KAMBA) and others? When I fought for the welfare of bodaboda cyclists and helped their elected leaders in 2010 to form an association, those that lost power were not unhappy and have since fought and lost.

A daughter has released horrifying photos of the fatal head injuries suffered by her father after a single punch from a bouncer.

Kirsty Taylor, 23, from Shrewsbury, is furious Neil Hotchkiss received a sentence of just two years for fatally injuring her father Scott after an argument during a night out in August 2012.

Mr Taylor, then 41, was left paralysed and reliant on round-the-clock care before dying four years later from the head injury and aspiration pneumonia.

This month Hotchkiss, 37, made a last minute plea change to manslaughter and was told he would serve half his two years on licence - having previously been imprisoned for 16 months for GBH over the attack.

In her first ever interview, healthcare assistant Ms Taylor said: 'It's disgusting what's happened. Hotchkiss will be out soon, while I'm left with just my dad's graveside to visit.

'I feel sad that this is a closed book now – there's nothing more I can do.

'I want people to understand the damage a punch can do. It can change – or destroy – a life.'

The two men had a disagreement over Mr Taylor taking a drink outside at the Station Hotel in Wellington, Shropshire, at around 9pm.

Mr Taylor walked towards the door with a drink in hand - but Hotchkiss challenged him, telling him he had to leave his glass indoors.

After asking why and having the reason explained to him, Mr Taylor began to head back inside, then muttering something under his breath – possibly a swear word – resulting in Hotchkiss deciding to eject him.

The two men exchanged words outside but, while Mr Taylor was upset, Shrewsbury Crown Court heard that he was in no way aggressive.

Mr Taylor took a step toward Hotchkiss, but is not thought to have touched him.

The bouncer, however, reacted furiously, punching him and causing him to fall to the ground, hitting his head.

After seeing Hotchkiss thump Mr Taylor, knocking him out, bystanders called an ambulance, which took him to University Hospital of North Staffordshire.

Medics managed to save him by removing part of his skull to relieve pressure, later replacing it with stomach fat.

Ms Taylor recalled: 'The first I heard there was anything wrong was when police knocked on my door at 4am, telling me to come to hospital quickly.

'It was a miracle he even made it through that night. But he was never the same again.

'At first, we weren't sure exactly which parts of his brain had been damaged, so it was a waiting game.

'The effects were more physical than mental. Though he had problems with short term memory, he could still recall everything before and who all of his family were.

'Dad absolutely loved life but he struggled with how much things had changed.'

In March 2014, Hotchkiss was jailed for 16 months after admitting GBH.

Ms Taylor took her father along to the hearing, hoping to confront the thug first hand with the consequences of his crime and the damage he had caused.

'It's one thing to read it all on paper, but I thought if he saw my dad sitting there, in his wheelchair, it'd open his eyes to what he'd done,' she said.

For the next two years, Mr Taylor health was turbulent, as he fought off bouts of pneumonia, had a stroke and also developed epilepsy.

At first, he had carers call round four times a day, with Ms Taylor popping in between appointments, often taking taxis across town in the small hours.

But after Mr Taylor suffered a seizure and fallen off his bed whilst home alone, leaving him trapped and unable to answer the door to her, it was decided 24-hour care was needed.

In April 2016, Ms Taylor was Skyping him from a holiday in Mexico, when he mentioned feeling poorly.

She said: 'I told him to tell his carers, which he did before eventually going to hospital a few hours later.

'I called him again as he lay on the ward and asked if he wanted me to come home. He said, 'No, I'll be fine.' So I told him I loved him, and he replied, 'Love you more.' That was the last thing he ever said to me.'

Just hours later, Mr Taylor died.

As second opinions were needed on his post-mortem, to determine if it was the head injury that had killed him - meaning Hotchkiss could be charged again - his body was not released until four months later.

By this time it had deteriorated so badly the family could not see him at the chapel of rest.

'At his funeral, we had him cremated in an Armani suit. It's something he always said he wanted to wear, so we made that wish come true for him, in a way,' said Ms Taylor.

While Hotchkiss is back behind bars again, Ms Taylor is disgusted by his lack of remorse.

She continued: 'Hotchkiss' defence lawyer said he's sorry, but I don't believe that. He changed his plea at the last minute, making us wait and worry for months that we'd have to sit through a trial.

'He wasted our time and the court's time, just to buy a bit for himself. I desperately wish there was something I could do to change the sentence.'

Now she is determined to remember her father for the kind, doting man he was, rather than for his horrific death.

'I want people to think of him as he was before the accident – so happy, a lovely family man,' she said.

'The family think and talk about him all the time. We've had jewellery made with his cremation ashes, inscribed with his name, birth and death dates. 

'We'll never forget him.'

KAMPALA, Uganda: Relatives and friends to the fallen Case Clinic Accountant Francis Ekalungar have all the reasons to settle for their painful loss, forget to ever get justice for their loved one as his killers have been 'exonerated' by the Uganda Police Force, the Investigator exclusively report.

This ugly development comes at the heels of orders from the Inspector General of Police (IGP) Gen. Edward Kale Kayihura to all police stations in the country not to dare open any case files against the over thirsty suspects in the murder of the slain and burnt to ashes accountant Ekalungar.

Whereas two in custody and three others still at large are directly connected to the callous murder, the rest are charged with obstructing security from arresting the suspects, assault of the arresting officers and destruction of government property on Saturday during the arresting of Kitatta's Boda-boda 2010 lieutenants.

The standstill of the cases unveiled self yesterday when, Chieftaincy of Military Intelligence (CMI) operatives roamed around five police stations in a bid to have their statements and those of accused persons recorded only to hit a dead end.

"We have strict directives not to open any file and or record any statements of cases from CMI," a top police source revealed to the Investigator this afternoon. The stations that turned down CMI officers include Nateete, Katwe, Jinja Road, Kiira Road and Central Police Station (CPS) Kampala. Stuck and confused, they trotted to the Directorate of Public Prosecution for legal advice before they hit a dead end.

The Investigator established that the DPP advised CMI to find all means of cooperating with police as there is no shortcut to prosecuting the suspects without their police statements. Whereas there would be an alternative to file for a private prosecution, it again requires a police file. For starters, CMI can only prosecute suspects in Court Martial and not in civil courts.

Sources privy with the developments told us that it all started when CMI jammed to bow to Gen. Kayihura's pressure to unconditionally release Abdallah Kitatta, claiming he had no case. CMI responded with questioning him whether he was the one with the file to determine that his man had no charges to his name. It should be remembered that Gen. Kayihura recently kowtowed to security pressure to release a one Sserunjogi aka Sobbi and could expect a scratch on his back in return.

Apart from obstructing security from arresting the suspects, Kitatta is accused of having facilitated his brother Muzamir with Shs200, 000 that was used to hire the vehicle, a super custom in which, on January 2nd 2018, they trailed Ekalungar from the city center to Munyonyo where they killed him at 12:45 before they drove the body back to town. We are reliably informed that the vehicle has since been recovered and is being kept as one of the exhibits at Kireka detention center.

Back in the city center, the suspects fearlessly wandered around with the body as they bought firewood, petrol and other substances they were to use in burning their victim later in the night.
